A shared
territorial
strategy
through 2030.

The Association was founded in 2019 as a platform for cooperation between 20 municipalities and towns plus 4 counties located along the border with the Kaliningrad Oblast. We share a common territory — rich in nature, historically complex, economically demanding — and shared public responsibilities that cannot be carried out effectively alone.

“The borderland is not the periphery. It is where Poland meets Eastern Europe — and that is precisely why it needs a strategy, not a template.”

The 2024–2030 territorial strategy sets out five shared areas: roads and public transport, technical infrastructure, resilience and security (the East Shield), depopulation, and public services.
